Procedure for admission to institutions of higher education 2023: main theses
The Ministry of Education and Science approved the Procedure for admission to higher education in 2023.
The document regulates the issue of the mechanism of admission to studies for obtaining the junior bachelor’s, bachelor’s and master’s degree by institutions of higher education.
Bachelor’s degree
According to the document, applicants must submit the results of a national multi-subject test for admission to higher education institutions for bachelor’s programs.
The national multi-subject test contains three subject blocks: two mandatory ones – from the Ukrainian language and mathematics, and one chosen by the participant – history of Ukraine, biology, physics, chemistry, foreign languages (English, German, French, Spanish).
In addition to the NMT 2023 results, entrants will also be able to use the NMT 2022 results or the ZNO 2020 and 2021 results.
Magistracy
For admission to the master’s program, all entrants will take a single entrance exam (EVI).
It will contain two blocks: a test of general academic competence (GTC) and a test of a foreign language (English, German, French, Spanish at the applicant’s choice).
In addition, for admission to the specialty of six fields of knowledge, it will also be necessary to additionally pass a single professional entrance test (EFVV).
EFVV is intended for those who plan to study in the following fields of knowledge: “Social and behavioral sciences”, “Journalism”, “Management and administration”, “Law”, “Public management and administration” and “International relations”.
Competitive score of entrants to the bachelor’s degree
The document stipulates that the competitive score for admission will be calculated by converting the test scores obtained for each subject test into a rating score on a 200-point scale.
Weighting coefficients are set for all test subjects for admission to each specialty.
For the specialties “Dentistry”, “Medicine”, “Pediatrics” of the field of knowledge “Health care”, the competitive score for admission cannot be less than 150 points.
For specialties in the fields of knowledge “Law”, “Public management and administration”, “International relations”, specialties “Pharmacy, industrial pharmacy”, the competitive score for the budget cannot be less than 140 points, for entering a contract – less than 120 points.
For all other specialties, the minimum competitive score for admission to the competitive selection must be determined by the educational institution in its Admission Rules.
Introduction to the contract
Without the results of external exams (NMT, EVI, EFVV), but only based on the results of entrance tests at a higher education institution and a motivation letter, it will be possible to enter a contract in a specialty that is provided with special support (61 specialties and 13 fields of education).
Entrants who have previously obtained a master’s degree will be able to obtain a master’s degree based on the results of the EVI and/or EFVV or entrance exams at the institution of higher education of their choice (except for admission to the “Law” and “International Law” specialties).
Introduction to the budget
This year, a broad competition will be used for the targeted placement of state-ordered places for bachelor’s and junior bachelor’s degrees.
In 2023, the division of budgetary places between entrants on the basis of a complete general secondary education and an educational and professional degree of a junior bachelor’s degree is not established. They will participate in joint broad competitions using the same calculation of the competition score. The general list of broad competitions is determined by the Procedure for Admission to Higher Education Institutions.
During admission to the master’s degree, a wide competition will be used in the fields of knowledge “Social and behavioral sciences”, “Journalism”, “Management and administration”, “Law”, “Public management and administration”, “International relations”.
Terms of admission to the bachelor’s degree
Registration of entrants’ electronic offices will begin on July 1.
Submission of applications for entrants will begin on July 19 and will continue until July 31.
Entrants who receive recommendations for admission to the budget must meet the admission requirements by August 8.
Enrollment of government employees will take place no later than August 10, enrollment of contract employees will continue until August 30.
The average score of the document about education and coefficients
In the 2023 admissions campaign, the GPA and rural coefficient will not be used.
At the same time, the application of the industry coefficient is foreseen, which will be used for the purpose of supporting entrants with a priority choice (first and second priority) of one of the specialties, which are given special support.
Benefits for admission to the bachelor’s degree
This year, all privileges and preferential categories of citizens will be preserved, in particular for residents of temporarily occupied territories.
